The Portfolio Governance Director will oversee and report on the performance of the investment portfolio, ensuring the application of agreed quality standards, authorities and processes, and identifying issues requiring management attention/intervention.

By proposing and managing the model through which individual projects/programmes, small change and the overall portfolio are governed you will build robust relationships across the organisation and truly be able lead, challenge and influence effectively to be able to represent and direct programme/s and handle objections and negotiate a way forward. You will be valued highly by senior business sponsors and be respected by peers.

The Role

Propose, and then apply, the financial authorities and standards for approval of funding and business cases for programmes, projects and small change.

Define, and ensure the application of, the tools, methodology, business case and reporting standards to be adopted by all projects and programmes.

Propose, and then apply, the quality assurance model (including key conditions triggering external QA) to be applied to projects and programmes.

Manage the total discretionary investment spend, and its apportionment (to small change, to investigations, to projects supporting different business drivers and to capital maintenance).

Recommend budget allocation and release and funding draw downs for specific projects to the BGLT investment committee.

Evaluate, report on and challenge the performance of the whole portfolio (return on investment, risk profile, committed spend, strategic alignment, balance of investment against key themes, constraints, systemic issues, benefits realisation) – drawing on insights generated through integrated change planning, constraint management and resource planning processes – and facilitating the resolution of prioritisation ‘calls’ by the leadership team.

Highlight and challenge variances to plan – for individual projects and the portfolio overall – to feed the monitoring and review of the 12 month operating plan and 3 year business plan (monthly upside/downside analysis) by Finance and Business Planning.

The Person

You will be a highly experienced Programme Director, with well developed understanding of system thinking, project management tools and techniques (beyond standard methodologies) and leadership which can drive higher quality outcomes, based on broad experience of different organisation's and situations.

You will be logical and analytical in your approach and will display objectivity, independence and resilience required to govern an expansive and diverse portfolio of complex programmes, ensuring issues are identified and escalated in a timely fashion and quality standards are met.

You must be commercially astute with strong judgement, integrity and resilience with the ability to understand complex concepts and the translation of them into pragmatic workable programme deliverables, and to discuss with senior business stakeholders. You must have excellent stakeholder management skills as you will be required to engage at the very highest level on a day to day basis. Salary: £90,000 - £120,000, £7,800 car allowance, bonus and benefits
